ABOUT
SALIHU BAKARI GIREI
Born a little over five decades ago, Salihu Girei Bakari is a Nigerian from Girei Local Government Area of Adamawa State. He had his primary education at Girei 1 Primary School from where he proceeded to Government Secondary School Girei. Not satisfied with secondary education, young Salihu proceeded to the University of Maiduguri from where he obtained his B.A.(Ed), graduating with Second Class Upper Division. Not yet done with academics, he enrolled for a master’s degree in Sociology of Education with the prestigious University of Jos and graduated with Distinction.
As one Master’s Degree was not enough for Oga Salihu, he proceeded to the University of Sussex from where he bagged an M.A. in International Education, again graduating with Distinction; but he would not rest on his oars yet! In 2004, he bagged a Ph.D in Education Policy, Equity and Gender, again from the University of Sussex. Being a man of double academic qualifications, our Public Lecturer is presently studying assiduously for a second Ph.D in Knowledge Management in faraway Slovenia.
Dr. Bakari’s work experience is so vast and expansive that if it were to be a movie it would be in over thirty thrilling series, seasons and episodes. From Assistant lecturer in the Department of Educational Foundations, Federal College of Education Yola in 1993, he rose through the ranks and became a Chief Lecturer thirteen years after.

KEY ACHIEVEMENTS AS EXECUTIVE CHAIRMAN, ADAMAWA STATE UNIVERSAL BASIC EDUCATION BOARD, YOLA – SEPTEMBER 2008 – TO – JUNE 2012
Established 51 Model Primary Schools in all the 21 Local Government Areas in the State
Procured Monitoring Vehicles for all Education Secretaries and Directors and Motorcycles for School Supervisors in the State.
Established Six (6) Model Boarding Junior Secondary Schools in the State
Collaborated with UK volunteers to retrain teachers, especially in English Studies, Pedagogy, ICT and School Leadership
Upgraded 2,085 teachers who acquired higher qualifications but were stagnant
Led Adamawa State to win 2nd position in the Country in implementing the UBE Programme for the year 2007 (Implemented in 2008)
Led Adamawa State to win 2nd Position in Nigeria in Implementation of UBE Programme for 2009 (Implemented in 2010)

Managed a social welfare scheme known as the S.A. scheme as a safety net to cushion the effects of unemployment and reduce criminal tendencies among youths

Implemented cashless policy in the Local government System to curb corruption and enhance transparency and accountability of public funds.
Ensured prompt payment of salaries and cleared the backlog of salaries owed to workers, especially by local government councils that were not paying workers' wages
Institutionalised the Due Process mechanisms in implementing local government budget
Built Standard Slaughter Houses in all the Local Government Headquarters to boost the local economy and improve hygiene
Ensured timely payment of retirees' entitlements and placed a mechanism to clear the huge backlog owed to pensioners by the local government system
