APC’s ace in the hole: Bakari set to reclaim Adamawa

As the 2027 governorship election in Adamawa state approaches, the All Progressives Congress (APC) is filled with hope and excitement, though some concerns linger about selecting the ideal party candidate. 

Party stalwarts, Alhaji Mustapha Mayobelwa and Andrew Bulama, have hailed Dr. Salihu Girei Bakari as the APC’s “ace in the hole,” firmly believing that choosing him as their flag bearer gives the party an 80% chance of reclaiming the state from the Peoples Democratic Party (PDP). 

This sentiment is echoed across the state’s three senatorial districts, where key figures have added their voices to the growing chorus urging Dr. Bakari to contest. 

Pwavidon James from the Southern Senatorial District, Bayero Idris Modibbo from the Central Senatorial District, and Tizhe Vandi Luka from the Northern Senatorial District have publicly called on him to throw his hat in the ring, emphasising his broad appeal and proven leadership. 

APC stakeholders, including these influential voices, are rallying support for his ambition, viewing him as the best card to win back Adamawa for the party.

With his impressive record in education, public service, and deep connection to the people, Dr. Bakari is emerging as a strong contender to lead Adamawa into a new era of progress and development.

In a press interview, Mustapha Mayobelwa lauded Dr. Bakari’s remarkable credentials. “Dr. Bakari’s achievements are truly impressive,” he said. 

Holding a PhD in Education Policy, Equity & Gender from the University of Sussex, United States, Dr. Bakari has made significant contributions to Nigeria’s education sector.

As Director of Research and Development/Centres of Excellence at the Tertiary Education Trust Fund (TETFund), he spearheaded the creation of 26 Centres of Excellence across the country, disbursed 457 National Research Funds, and secured a $250,000 grant for four Nigerian research teams through the Science Granting Councils Initiative. 

These accomplishments highlight his ability to drive innovation and attract resources, qualities Adamawa desperately needs to address its challenges.

Mayobelwa also pointed to Dr. Bakari’s transformative tenure as Executive Chairman of the Adamawa State Universal Basic Education Board (ADSUBEB) from 2008 to 2012. 

“During this period, he revolutionised the state’s basic education system by overseeing the construction of 51 Model Primary Schools, distributing free uniforms to thousands of pupils, and renovating over 4,000 classrooms. 

“His efforts propelled Adamawa to the top of the Universal Basic Education (UBE) rankings in 2008, earning him widespread recognition as a leader who delivers results. His work in education reform is unmatched,” Mayobelwa said, emphasising Dr. Bakari’s knack for turning ambitious ideas into reality.

Andrew Bulama echoed Mayobelwa’s enthusiasm, noting that Dr. Bakari’s impact extends far beyond education. 

“As Commissioner for Local Government Affairs (2012–2014) and later Commissioner for Higher Education (2014), Dr. Bakari introduced forward-thinking policies that improved governance and public welfare. 

“He implemented cashless systems to streamline financial operations, built modern slaughterhouses to enhance public health, and ensured retirees received their pensions on time. 

“His leadership is defined by compassion, vision, and a commitment to serving the people,” Bulama said, praising Dr. Bakari’s ability to connect with citizens on a personal level.

Both Mayobelwa and Bulama believe Dr. Bakari’s potential candidacy could be a game-changer for the APC in Adamawa. 

“The state faces pressing challenges, including crumbling infrastructure, economic stagnation, and a demand for accountable leadership. Dr. Bakari’s proven track record and deep understanding of these issues make him a standout choice. The people of Adamawa want a leader who can bring real change,” Bulama said. 

Dr. Bakari’s credentials, coupled with his experience in governance and education, make him the ideal candidate.

What sets Dr. Bakari apart is his ability to combine intellectual rigor with a human touch. His policies have always prioritised the needs of ordinary citizens, earning him admiration across Adamawa’s diverse communities. 

From his days as a lecturer to his high-profile roles in public service, Dr. Bakari has shown a consistent commitment to uplifting the marginalised and fostering inclusive growth.

His vision for Adamawa includes modernising agriculture to create jobs, improving infrastructure through private-sector partnerships, and expanding access to quality education with digital learning platforms. 

Despite the APC’s confidence, challenges remain. The PDP’s entrenched political machinery poses a tough fight, and some critics argue that Dr. Bakari’s academic background may not appeal to all voters. 

However, Mayobelwa dismisses these concerns, stating, “He’s not just a scholar; he’s a doer who understands the people’s needs.” 

As the 2027 election approaches, the APC is rallying behind Dr. Bakari, with party leaders intensifying grassroots mobilisation to build momentum. His candidacy is seen as a chance to redefine Adamawa’s political landscape, offering voters a credible alternative to the status quo. 

Political analysts predict a fiercely contested race, but Dr. Bakari’s supporters are optimistic. “He’s the leader Adamawa has been waiting for,” Bulama declared. “With Dr. Bakari at the helm, the APC is poised to reclaim the state and deliver the progress our people deserve.”

In a state yearning for transformative leadership, Dr. Salihu Girei Bakari stands out as a beacon of hope. His blend of intellectual prowess, administrative acumen, and genuine care for the people makes him a formidable candidate. If the APC plays its cards right, Dr. Bakari could indeed be the ace that secures Adamawa’s future, ushering in an era of prosperity and good governance.

In keeping with ASUU’s injunction to “publish or perish”, our Lecturer is an unrepentant academic who has to his credit several articles in learned journals, several book chapters and conference proceedings in circulation nationally and internationally. He has also successfully supervised and graduated three international post-graduate students to the glory of God.

Dr. Bakari’s key achievements as Executive Chairman, Adamawa State Universal Basic Education Board; Head, Special Projects and Programs, Adamawa State; Commissioner for Local Government, Adamawa State and Director, Research and Development/Centre’s of Excellence, TETFUND are multi-pronged, all standing taller than the man who achieved them. He established 51 Model Primary Schools in all the 21 local government areas in Adamawa State; he introduced the distribution of free school uniforms for girls and all class one pupils in primary schools; he procured monitoring vehicles for all Education Secretaries and Directors as well as Motor Cycles for school supervisors in the state; he built and rehabilitated over 4,000 classrooms in Primary and Junior Secondary Schools; he established six(6) Model Boarding Junior Secondary Schools in the state; he collaborated with UK Volunteers to retrain teachers, especially in English Studies, Pedagogy, ICT, and school leadership; he cleared promotion backlog from 2006 to 2008, affecting 6,785 teachers; he led Adamawa State to win the overall best position in Nigeria in the implementation of the UBE program for the year 2008;

He established Farming Skills Acquisition Centers in Adamawa State to train farmers and youths on 21st century farming techniques and skills; he established Local Apprenticeship Scheme to develop skills in youths and generate employment in the non-formal sector; he built standard slaughter houses/abattoirs in all the Local Government Headquarters to boast the local economy and improve hygiene; he implemented the Cashless Policy in the local government system to curb corruption and entrench transparency and accountability of public funds; he supervised the establishment of 26 centers of excellence in universities, polytechnics and colleges of education in Nigeria; he judiciously managed the award and disbursement of 457 National Research Funds to deserving academics in public tertiary institutions in Nigeria; he initiated the establishment of model entrepreneurship centers in the six (6) geo-political zones of the country and a litany of other achievements which time and space would fail me to enumerate.

In recognition of his massive and enviable contributions to humanity, our exemplary Public Lecturer has a plethora of awards and recommendations in his kitty; among them are NYSC Merit Award; Local Government Merit Award for outstanding Service; the British Chevening Scholarship Award; the Youngest Achiever and Ambassador of Youth Award; Most Innovative SUBEB Chairman on Education Development in the Northeast Zone of Nigeria Award; Arewa Inspirational Leadership Award and President Goodluck Ebele Jonathan Excellence Award in Public Service.

Dr. Bakari’s is not one who is in any way disconnected or divorced from his community. He was conferred with the traditional title of WAKILI MAKARANTA ADAMAWA by HRH Lamido of Adamawa in 2010. He was also conferred with the traditional chieftaincy title of MAGAJIN GARIN GIREI by the Adamawa Emirate Council; making him a double chief and title holder.

The Public Lecturer today is unarguably a citizen of the world having traversed over 30 countries among which are the United Kingdom, Seychelles, the USA, Mexico, Kenya, Tanzania, UAE, Saudi Arabia, Qatar, Taiwan, Singapore, South Korea, Malaysia, China, France, Brazil, Greece, the Netherlands, Brussels, Israel, Indonesia, Egypt, Rwanda, Belgium, and several others too numerous to mention.

It is an honour and privilege to present this many capped, many feathered highly accomplished and quintessential academic gem, a star of no diminishing brightness, an administrative scholar par excellence, an epitome of hard work, resilience and dedication, a worthy title holder, a two-time Commissioner, two-time master’s degree holder, and an exemplary Great Josite, Dr. Salihu Girei Bakari, Member, Nigeria Academy of Education (MNAE).
