OPINION: Dr. Salihu Girei Bakari Emerges as APC’s Top Contender for Adamawa Governorship in 2027

As political maneuvering intensifies ahead of Nigeria’s 2027 general elections, Dr. Salihu Girei Bakari, a seasoned education administrator and technocrat, is being positioned as the All Progressives Congress (APC)’s strongest candidate to reclaim the Adamawa State governorship from the ruling Peoples Democratic Party (PDP).

‎Dr. Bakari, currently serving as Director of Research, Development, and Centres of Excellence at the Tertiary Education Trust Fund (TETFund) in Abuja, has garnered widespread endorsement from APC stakeholders who view him as a “game changer” capable of addressing the state’s pressing challenges in agriculture, healthcare, education, job creation, and infrastructure.

His potential candidacy comes at a time when Adamawa, under incumbent PDP Governor Ahmadu Umaru Fintiri, grapples with economic stagnation, social insecurity, and political instability, according to local analysts.

‎In a recent statement, APC chieftains Alhaji Mustapha Mayobelwa and Andrew Bulama described Dr. Bakari as the party’s “ace in the hole,” estimating an 80% chance of victory if he secures the flagbearer slot.

“He’s the leader Adamawa has been waiting for,” Bulama declared, emphasizing Bakari’s broad appeal across the state’s diverse senatorial districts. Supporters from the Southern, Central, and Northern districts, including Pwavidon James, Bayero Idris Modibbo, and Tizhe Vandi Luka, have publicly urged him to contest, highlighting his grassroots connections and proven track record.

‎Dr. Bakari’s credentials as an education policy expert are central to his rising profile. Holding a PhD in Education Policy, Equity, and Gender from the University of Sussex, UK, he previously served as Executive Chairman of the Adamawa State Universal Basic Education Board (ADSUBEB) from 2008 to 2012, where he spearheaded transformative projects that enhanced basic education access statewide.

At TETFund, he has overseen the establishment of 26 Centres of Excellence nationwide, disbursed 457 National Research Funds, and secured a $250,000 international grant for Nigerian research teams—achievements that underscore his capacity for resource mobilization and innovative governance.

‎Advocates portray Dr. Bakari as a “merchant of hope,” echoing the words of Napoleon Bonaparte, and a true servant leader embodying prudence, confidence, and an open-door policy.

“He is a goal-getter who never gives up, broadminded, highly knowledgeable, and resourceful,” said Dr. Bappare, a community leader from Wuro Hausa in Yola, in a letter circulated among APC circles. Dr. Bappare praised Bakari’s meekness, kindness, and ability to listen to diverse opinions, positioning him as an antidote to the “leadership misadventures” that have left Adamawa “socially unsecure, politically unstable, and economically amputated.”

‎Critics of the current administration argue that Dr. Bakari’s election would dismantle entrenched “cabal-like” interests that have hindered progress since the APC’s exit from power in 2019.

His magnetic aura and audacious leadership style, they claim, evoke fear among detractors while inspiring optimism among voters weary of unfulfilled promises. “Dr. Salihu is the enigma, the hope, and the game changer who will restore stability, fairness, and confidence,” Dr. Bappare added, noting Bakari’s workaholic nature and excellence as an administrator.

‎With zoning discussions favoring the Adamawa Central Senatorial District for the next governor, Bakari’s origins and cross-ethnic appeal position him favorably.

‎As primaries approach, Dr. Bakari’s supporters are mobilizing at the grassroots level, confident that his transformative vision—rooted in selfless service and a “Midas touch” for development—will propel Adamawa toward growth and modernity. “His brilliance catapulted him from UBEC to TETFund; now, it’s time to lead Adamawa out of stormy waters,” one party insider remarked.

‎Dr. Bakari, reached for comment, reiterated his commitment to public service but deferred detailed political announcements. “Adamawa deserves effective, reliable policies that harness our natural and human resources,” he said. “I’m honored by the trust placed in me and ready to serve if called upon.”

‎With the 2027 polls less than two years away, the race in Adamawa promises to be a battle of ideas and legacies, with Dr. Salihu Girei Bakari emerging as a beacon of renewed hope for the APC and the state’s 4.2 million residents.

He has also successfully supervised and graduated three international post-graduate students to the glory of God.

Dr. Bakari’s key achievements as Executive Chairman, Adamawa State Universal Basic Education Board; Head, Special Projects and Programs, Adamawa State; Commissioner for Local Government, Adamawa State and Director, Research and Development/Centre’s of Excellence, TETFUND are multi-pronged, all standing taller than the man who achieved them. He established 51 Model Primary Schools in all the 21 local government areas in Adamawa State; he introduced the distribution of free school uniforms for girls and all class one pupils in primary schools; he procured monitoring vehicles for all Education Secretaries and Directors as well as Motor Cycles for school supervisors in the state; he built and rehabilitated over 4,000 classrooms in Primary and Junior Secondary Schools; he established six(6) Model Boarding Junior Secondary Schools in the state; he collaborated with UK Volunteers to retrain teachers, especially in English Studies, Pedagogy, ICT, and school leadership; he cleared promotion backlog from 2006 to 2008, affecting 6,785 teachers; he led Adamawa State to win the overall best position in Nigeria in the implementation of the UBE program for the year 2008;

He established Farming Skills Acquisition Centers in Adamawa State to train farmers and youths on 21st century farming techniques and skills; he established Local Apprenticeship Scheme to develop skills in youths and generate employment in the non-formal sector; he built standard slaughter houses/abattoirs in all the Local Government Headquarters to boast the local economy and improve hygiene; he implemented the Cashless Policy in the local government system to curb corruption and entrench transparency and accountability of public funds; he supervised the establishment of 26 centers of excellence in universities, polytechnics and colleges of education in Nigeria; he judiciously managed the award and disbursement of 457 National Research Funds to deserving academics in public tertiary institutions in Nigeria; he initiated the establishment of model entrepreneurship centers in the six (6) geo-political zones of the country and a litany of other achievements which time and space would fail me to enumerate.

In recognition of his massive and enviable contributions to humanity, our exemplary Public Lecturer has a plethora of awards and recommendations in his kitty; among them are NYSC Merit Award; Local Government Merit Award for outstanding Service; the British Chevening Scholarship Award; the Youngest Achiever and Ambassador of Youth Award; Most Innovative SUBEB Chairman on Education Development in the Northeast Zone of Nigeria Award; Arewa Inspirational Leadership Award and President Goodluck Ebele Jonathan Excellence Award in Public Service.

Dr. Bakari’s is not one who is in any way disconnected or divorced from his community. He was conferred with the traditional title of WAKILI MAKARANTA ADAMAWA by HRH Lamido of Adamawa in 2010. He was also conferred with the traditional chieftaincy title of MAGAJIN GARIN GIREI by the Adamawa Emirate Council; making him a double chief and title holder.

The Public Lecturer today is unarguably a citizen of the world having traversed over 30 countries among which are the United Kingdom, Seychelles, the USA, Mexico, Kenya, Tanzania, UAE, Saudi Arabia, Qatar, Taiwan, Singapore, South Korea, Malaysia, China, France, Brazil, Greece, the Netherlands, Brussels, Israel, Indonesia, Egypt, Rwanda, Belgium, and several others too numerous to mention.

It is an honour and privilege to present this many capped, many feathered highly accomplished and quintessential academic gem, a star of no diminishing brightness, an administrative scholar par excellence, an epitome of hard work, resilience and dedication, a worthy title holder, a two-time Commissioner, two-time master’s degree holder, and an exemplary Great Josite, Dr. Salihu Girei Bakari, Member, Nigeria Academy of Education (MNAE).
